Keystone STARS
Introduction
The Keystone STARS program was initiated in 2002 as a multifaceted approach to improving programs that serve young children in Pennsylvania. Research-based Performance Standards form the bedrock of this quality improvement program. It is managed through the Office of Child Development and the PA Keys to Quality Centers.
